Założycielem jej było siedem państw, na początku 1920 w skład Ligi Narodów wchodziły już 43 państwa. Do Ligi Narodów nie należały wówczas Stany Zjednoczone Ameryki, ZSRR (należał w latach 1934-1939), Japonia i Niemcy (przyjęte w 1926, wystąpiły z Ligi Narodów w 1933). Polska była członkiem od 1920.
