System bankowy rozumiany jest zwykle jako całokształt instytucji bankowych, a także normy określające wzajemne powiązania i stosunki z otoczeniem. Warunkiem istnienia systemu bankowego jest taki rozwój banków, a także rynków finansowych, który pozwoli na ustalenie zasad struktury tego systemu. Stąd też powstanie systemu bankowego zdeterminowane jest utworzeniem dwupoziomowego układu bankowego z bankiem centralnym, jako szczeblem pierwszym oraz bankami komercyjnymi, stanowiącymi drugi poziom tego systemu.
Światowe systemy bankowe ukształtowane - w wyniku procesów ewolucji - pozwalają na wyodrębnienie dwóch modeli sektora bankowego:
Anglosaski model systemu bankowego opiera się na rynkach finansowych, które stanowią główne źródło pozyskiwania środków pieniężnych, przeznaczonych na dalszy rozwój podmiotów gospodarczych. Podstawowe znaczenie w anglosaskim modelu bankowości odgrywają banki inwestycyjne, a więc instytucje finansowe, które zajmują się bezpośrednim transferem oszczędności na rynek pieniężny i kapitałowy. Banki inwestycyjne zajmują się wszelkimi usługami finansowymi, które wykraczają poza tradycyjną działalność depozytową. Rola banków komercyjnych sprowadza się natomiast do bieżącej obsługi operacyjnej podmiotów gospodarczych.
Model niemiecko-japoński zakłada, że główną funkcję w sektorze finansowym pełni system bankowy. Banki zaspokajają zarówno krótko, jak i długoterminowy popyt na pieniądz, stąd też podstawową rolę odgrywają tu banki uniwersalne, a więc instytucje finansowe, które realizują wszystkie rodzaje operacji bankowych.
Proces transformacji polskiego sektora bankowego rozpoczął się w 1982 roku ustawą Prawo bankowe (Dz. U.1982 nr 7 poz. 56), która pozwoliła dostosować działalność systemu bankowego do warunków gospodarki rynkowej. Kolejnym etapem kształtowania nowoczesnego systemu bankowego w Polsce była Ustawa z dnia 31 stycznie 1989 roku (Dz. U. 1989 nr 4 poz. 21), która ukształtowaną strukturę systemu bankowego dostosowywała do wymogów i mechanizmów funkcjonowania gospodarki rynkowej.
W polskim systemie bankowym, podobnie jak w innych systemach bankowych, charakterystycznych dla gospodarki rynkowej, wyodrębnia się, zatem również dwa szczeble:

Polski bank centralny - Narodowy Bank Polski - jest bankiem państwowym i pełni podstawową rolę w naszym systemie bankowym, realizując trzy istotne funkcje:
Bank centralny, pełniąc wspomniane funkcje, jest, zatem regulatorem całego obiegu pieniężnego wewnątrz kraju oraz równowagi bilansu płatniczego, z drugiej zaś strony jest bankiem państwa w zakresie udzielania kredytów dla rządu, obsługi długu państwowego oraz kasowej obsługi budżetu. Organami Narodowego Banku Polskiego są:
Prezes NBP powoływany jest przez Sejm, na wniosek Prezydenta RP, na sześcioletnią kadencję. Prezes NBP przewodniczy Radzie Polityki Pieniężnej, Zarządowi NBP oraz Komisji Nadzoru Bankowego.
Rada Polityki Pieniężnej kształtuje politykę pieniężną oraz określa sposoby jej realizacji, w tym zwłaszcza wysokość stóp procentowych NBP (redyskontowej, lombardowej, depozytowej, referencyjnej) oraz stopy rezerw obowiązkowych banków komercyjnych i wysokość jej oprocentowania, a także ustala zasady operacji otwartego rynku.
Głównym celem działania banku centralnego jest dbanie o stabilność waluty narodowej, a także takie oddziaływanie na gospodarkę narodową, żeby następował jej stały wzrost gospodarczy oraz spadek bezrobocia.
W strukturach Narodowego Banku Polskiego - naszego banku centralnego - w 1990 roku utworzono Departament Nadzoru, który następnie przekształcono w Generalny Inspektorat Nadzoru Bankowego [GINB]. W 1998 roku, znowelizowane Prawo bankowe powierzyło nadzór nad polskimi bankami, specjalnie do tego celu powołanej Komisji Nadzoru Bankowego. Organem wykonawczym Komisji Nadzoru Bankowego jest Generalny Inspektorat Nadzoru Bankowego, funkcjonujący w strukturach Narodowego Banku Polskiego.
Polski model nadzoru bankowego oparty został na wyspecjalizowanej w tym zakresie Instytucji, powiązanej przez osobę prezesa banku centralnego.Celem nadzoru bankowego jest:
Nadzór bankowy pełni ponadto funkcję regulacyjną, m.in. poprzez ustanawianie norm ostrożnościowych, do których przestrzegania zobowiązane są banki.
Aktualnie reformowany w naszym kraju system nadzoru finansowego, przewiduje utworzenie jednej instytucji nadzorczej: Komisji Nadzoru Finansowego, która od 1 stycznie 2008 roku obejmie swoim zasięgiem także i system bankowy.
Drugim - po banku centralnym - szczeblem systemu bankowego w krajach o gospodarce rynkowej, są banki komercyjne. Banki komercyjne są instytucją, kontrolowaną przez organy nadzoru bankowego, które zajmują się pośrednictwem między oszczędzającymi a inwestorami, przyjmując depozyty od ludności, które następnie przeznacza na płynne, obwarowane określonym ryzykiem kredyty.
Istotą działalności banku jest, zatem przyjmowanie środków pieniężnych, które podlegają zwrotowi oraz udzielanie pożyczek i kredytów na własny rachunek.
We współczesnym systemie bankowym, bank komercyjny jest przedsiębiorstwem, którego przedmiotem działalności jest obrót pieniądza. W warunkach gospodarki rynkowej banki muszą realizować dwa główne cele:

Funkcja kredytowa banku komercyjnego urzeczywistnia się poprzez udzielanie osobom fizycznym i prawnym pożyczek i kredytów.
Funkcja pieniężna realizowania jest dzięki tworzeniu przez banki komercyjne zdecentralizowanego pieniądza bankowego.
Funkcja lokacyjna banku komercyjnego realizowana jest poprzez przyjmowanie i lokalizo-wanie pieniądza rezerwowego i oszczędnościowego.
W skład polskiego systemu bankowego wchodzi również Bankowy Fundusz Gwarancyjny [BFG], utworzony na mocy Ustawy o BFG z dnia 14 grudnia 1994 r. Podstawowym zadaniem Bankowego Funduszu Gwarancyjnego jest gwarantowanie depozytów oraz udzielanie zwrotnej pomocy finansowej w przypadku powstawania sytuacji zagrożenia wypłacalności na warunkach określonych w Ustawie. Fundusz ma również obowiązek gromadzenia i analizowania informacji o sytuacji finansowej banków w celu odpowiednio wczesnego wykrycia potencjalnych zagrożeń.
System gwarantowania depozytów w Polsce ma charakter powszechny i obowiązkowy - obejmuje wszystkie banki i oddziały banków zagranicznych. Banki mogą ponadto tworzyć umowne (dobrowolne) systemy gwarantowania depozytów, mające charakter uzupełniający wobec systemu obowiązkowego.
Polski system bankowy, od początku procesów transformacji, a więc od 1989 roku posiadał jasno sformułowany cel, którym było dostosowanie sektora bankowego do wymogów Unii Europejskiej. Od 4 maja 2004 roku Polska stała się członkiem Unii Europejskiej, a nasz system bankowy płynnie wkomponował się w struktury bankowości europejskiej. Narodowy Bank Polski stał się częścią składową Europejskiego Systemu Banków Centralnych. Dalszym kierunkiem przekształceń polskiego systemu bankowego będzie dostosowywanie do kryteriów obowiązujących banki wchodzące w skład Unii Gospodarczej i Walutowej, a więc funkcjonujących w strefie euro. Zadania na najbliższe lata obejmą, zatem konieczność dostosowania polityki pieniężno-kredytowej, rachunkowości, sprawozdawczości, systemu rozliczeń, informatyki i telekomunikacji. Prace te już są poważnie zaawansowane i można przypuszczać, że - podobnie jak w przypadku Unii Europejskiej - również i włączenie naszych banków w struktury Unii Gospodarczej i Walutowej nastąpi w sposób bezkolizyjny, a polski system bankowy stanie się częścią Eurolandu.
