How do you see graffiti: art form or vandalism?

Graffiti is a form of graphic scream. Someone wants to make his arguments were recognized. For some it is "street art", for others a form of vandalism. The actions of vandals repel us from watching obscene pictures, vulgar inscriptions. They paint them on buildings, and even monuments. For some it is art that someone admire, but some believe that it is barbaric. In some cases, graffiti undermines the feelings of certain social groups and exposes the owners of dilapidated buildings.
In my opinion graffiti can by vandalism, art, or both. Which case we have to deal with it depends on specific circumstances.
In the past graffiti gas been always seen as an act of vandalism. As an unsanctioned use of public or private property, it can be also expensive to remove. In other hand in public places like subways, bridges or buildings is often little more than football teams names or meaningless writings.
Some authorities in different cities welcome graffiti as an art form. As a form of decoration, where artists can express their feelings and talents, it can be interesting and much better then alternative meaningless writings. But unless an area is designated for graffiti, by someone who has the power to do so, it is vandalism.
Otherwise many of us can’t dismiss graffiti as acts of destruction without analyzing first the motives for the painting. Everyone is entitled to an opinion whether they have the resources to express it legally or not. Just because graffiti can express negative aspects of society such as hatred and racism, doesn’t mean people should consider it as a bad thing.
In the end I would like to say that the graffiti has the power of movement, the act of joining people together through one simple creation.
