I think a teacher or a school psychologist might be saying these words. He or she is saying that all the time he/she comes across young people who need to hug five different young people between each class and it's making them late for class and distracting the focus of education.  I suppose it can be a meeting or conference between parents and a teacher of students as they are there to teach their children how to be successful and well-adjusted adult. 

There are many advantages of hugging. Firstly, they are important as they are lovely warm gestures between friend or family or natural signs of affection between two people and life without the kindness of human touch would be cold.
On the other hand frequent hugging can  distract the focus of education. There are also some students who are harassed with unwanted touching. They can feel that other people invade their personal space.
