ja zrobiłam:: The hotel had to (be???) evacuated because of the fire.

2)Someone had disconnected the power in the hotel.
Ja zrobiłam: The power in the hotel has been cuted by someone.

Passive zawsze musi mieć jakąś formę 'be'.

cut - cut - cut
The power in the hotel had been cut off.
Jeśli pierwsze zdanie miało 'had', drugie też musi mieć 'had', nie 'has', chyba, że któryś z tych wyrazów to literówka.
Jeśli wykonawcą czynności w stronie biernej jest 'someone', pomija się 'by someone', tak samo jak w przypadku, kiedy wykonawcą są 'people (in general)'.
