In 2002, Ireland took a big step towards reducing litter
when it passed a new law creating a plastic bag tax.
The government decided that anyone who wanted to get a
plastic bag for their shopping in a supermarket or other
shop would have to pay a tax of 33 cents per bag at the
checkout. It became illegal for shopkeepers to pay for bags
for their customers and they were not allowed to replace
plastic bags with paper ones. The government also said
that all the money collected from this tax would be used in
dean-up projects.
There was a very successful advertising awareness
campaign and plastic bags quickly became socially
unacceptable. Within weeks, there was a 94% drop in the
use of plastic bags and people began using reusable cloth
bags. It was clear that plastic bags were a thing of the past
in Ireland.
In many other countries, however, this type of tax has not
always been a success. Plastic bags continue to litter the
streets and countryside of a great many countries. They
litter beaches around the world and also float on the
surface of the oceans where they are a danger to marine
life.
