La Constitución Mexicana de 1917 desconocía a la Iglesia Católica como institución jurídica por lo que ésta quedó bajo el control del Estado quien determinaría el número de templos y sacerdotes que existirían. También se le restringía la adquisición y administración de propiedades, impartir enseñanza religiosa y tocar asuntos públicos. Pero también la prohibición de los votos religiosos, el impedimento para que ellos impartieran educación Primaria y la negación al derecho al voto a los religiosos (esta limitación al voto terminó en el sexenio de Carlos Salinas). Carranza, bajo cuya Presidencia se promulgó la Constitución del ‘17, no pudo implementar totalmente las nuevas disposiciones.
México seguía envuelto en una grave inestabilidad política. El propio Presidente Carranza terminaría asesinado cuando huía hacia Veracruz (1920) ante la inminente toma de la Ciudad de México por órdenes de los Sonorenses Obregón y Calles. Los principales jefes de la Revolución habían sido asesinados durante la década de 1910 (Madero y Zapata) y durante los años 20s Carranza y Villa. Sin ninguna otra figura de su talla, Obregón y Calles gobernaron al país en 1920-24 y 1924-28. Nadie les hacía ya sombra por lo que les fue mucho más sencillo aplicar las disposiciones anti Clericales de la Constitución de 1917.

Casi todos los hechos históricos tienen hilos en el pasado. Este es el caso del conflicto religioso ocurrido en México durante las décadas de 1920 y 1930: la Guerra Cristera. La Guerra de Reforma y el triunfo de los Liberales sobre los Conservadores 70 años antes (1867) está intrínsecamente relacionado con este conflicto. Por su gran dispersión en ciudades, pueblos y rancherías, no es sencillo compendiar todos los hechos que ocurrieron durante su desarrollo, sería interminable.
