The word which are inappropriate are "the" and "the worst".
reason: "weather" belongs to the uncountable noun. Uncountable nouns don't use an indefinite article (the,a,an)
the sentence belongs to the comparative because there is the word "than". so the right sentence is " it is worse than it was yesterday. "the worst" is superlative form.
