Moss grows in still environments. The rolling stone is a constantly moving surface which makes it impossible for moss to grow on the stone.

The 'rolling stone' refers to people who cannot settle a job (dalam artian tidak bisa mendapatkan pekerjaan) which shows that they are unproductive which will not produce any outcome. This is described that it will 'gather no moss.'

An example of this is a student who does not focus on their studies making them completely unproductive therefore producing no output into their studies.
