1. I think it's obvious that she is excited because her boyfriend is proposing to her. I also reckon that this ring must be extremely fancy, she wouldn't be so happy if he showed her a ring made of potato.
2. I prefer giving presents, they trigger extreme emotions and make the giver happy as well. Also, if you give someone a present, you are likely to get one back, simply because of courtesy.
3. It's not a unique situation, my sister was having her birthday party and I came up to her to hand her my gift in person. It was an expensive mobile phone, that's why she became more enthusiastic. The amount of her love against me certainly escalated since I was being pestered with her endearment throughout the party.
