The best restaurant i have ever been to was ,,Tic Tac" in Warsaw. It is tiny, cozy local, where you can see a huge amount pictures of landscapes from whole world. 
Also they have varied menu, so you don't have a problem to find dish you require at this time. The waiters are absolutely pleasant so i think you certainly won't have troubles with them.

I think that people choose to eat outdoors especially because of laziness and lack of time. When they are going to restaurant they don't have to peel, cut, boil anything. They just sit in comfortable chair and wait on ordered dinner. It is quite good way to eat quickly but expensive also
