L : x² + y² - 6x - 2y + 5 = 0
     x² - 6x + 9 + y² - 2x + 1 = 9 + 1 - 5
     (x + 3)² +(y - 1)² = 5   -----> r = √5    ;P( - 3 , 1)
g: 2x - y + 7 = 0  ------> m = 2
persamaan garis singgung
(y - b) = m(x - a) (+-) r.
(y - 1) = 2(x + 3) (+-) √5 . 
y - 1 = 2x + 6 (+-) √5 . √5
y - 1 = 2x + 6 (+-) 5
y - 1 = 2x + 6 + 5       atau      y - 1 = 2x + 6 - 5
y - 2x = 1 - 12 = 0      atau      y - 2x - 1 - 1 = 0
y - 2x - 13  = 0           atau      y - 2x - 2 = 0
