The ISIS brand has been popping-up everywhere, from California to East Asia. But all ISIS threats are not equal.

In the U.S., the number of Islamist related plots has spiked in recent months. And in India, law enforcement officials recently arrested 14 youths for forming an ISIS cell. For the most part, these look like random efforts of ISIS-wannabes. This is not to argue that these threats aren’t threats. Roaming rogue terrorists can be just as deadly as extremists taking orders from terror central. On the other hand, they don’t present the threat of organizing a terror campaign capable of conducting sustained operations or multiple coordinated attacks like ISIS pulled off in Paris last year.
