Monarchia konstytucyjna jest to typ monarchii, w której zakres i sposób sprawowania władzy przez króla i organy przedstawicielskie określa konsytucja. U schyłku XVIII wieku w Europie do monarchii konstytucyjnych należała Anglia, Rzeczpospolita polsko-litewska oraz Francja. Rzeczpospolita była monarchią konstytucyjną w latach 1791-1792. Podstawy ustroju państwa zawarto w Konstytucji 3 maja (1791). Nowy ustrój nie trwał jednak długo, gdyż został zniesiony przez konfederację targowicką wspartą przez Rosję, która niechętna była zmianom ustrojowym w Polsce. Podstawy ustrojowe monarchii francuskiej zostały zawarte w Deklaracji Praw Człowieka i Obywatela (sierpień 1789 roku) i konstytucji z września 1791 roku. Francja była monarchią konstytucyjną do września 1792 roku, kiedy to Konwent Narodowy zdetronizował Ludwika XVI. Francja i Polska były w omawianym okresie typowymi monarchiami konstytucyjnymi, których ustrój został określony jedną ustawą zasadniczą. Natomiast sytuacja Anglii przedstawiała się inaczej. Państwo to nie posiadało konstytucji, a jego ustrój polityczny został ukształtowany przez wiele aktów prawnych uchwalanych na przestrzeni wielu lat. Monarchia konstytucyjna była ustrojem panującym w Anglii już od schyłku XVII wieku.
